The Utilities Engineering Division is composed of three sections (listed below). For additional information on any of these sections and/or their associated activities, please click on the appropriate link. 

  • Capital Improvement Program (CIP) Management Section
    This section is responsible for long-range planning, design, review, construction and management of water, wastewater and reclaimed water projects within the Orange County Utilities service areas. These projects are needed to accommodate new growth; expand, modernize and improve existing facilities; and renew and replace aging facilities.

  • Geographic Information System (GIS) Section
    This section is responsible for maintaining and upgrading Orange County Utilities' GIS, which provides a geographic/spatially-related presentation of Orange County Utilities' water, wastewater, reclaimed water and solid waste data. The features in the data include supply, storage, treatment, pumping and piping facilities.

  • Planning Section
    This section manages, operates and updates the water, wastewater and reclaimed water hydraulic models of pressure pipe systems.  The hydraulic analysis is used to locate pressure deficient areas and recommend capital improvement program projects required to improve such areas. The models are also used to provide developer engineers connection pressures through analyzing the system for both existing and future conditions through hydraulic grade line (HGL) requests. These HGL request response letters provided to developer engineers are required by the Utilities Development Engineering Division to verify that the system design meets Orange County specifications as well as state regulations.

Please note: The new Utilities Development Engineering Division has replaced the former Development Review Section of the Utilities Engineering Division.

How do I have the water turned on, establish sewer service to my residence, determine if reclaimed water is available for irrigation of my lawn, find out if the County provides water and sewer service to the home I might purchase or determine how much would it cost for the County to extend water service or sewer service to my home?
    A. Please contact the Utilities Customer Service Division.
     
    Q. How do I find information related to Contract Bid Opportunities?
    A.

    Q. I am developing a site in Orange County, and my project includes new utilities. Where do I start?
    A. Please visit the Utilities Development Engineering Division as well as Orange County's Division of Building Safety.

    Q. What is the procedure for a hydraulic grade line request submittal?
    A. Water System and Reclaimed Water System:
    The County will provide the results of a hydraulic modeling analysis on an individual basis with a written request from the applicant. These requests should include fire flow demand, maximum day demand, location of proposed connection point and a request for the residual pressure. When providing connection locations, please provide a sketch with an address or parcel ID to expedite the request.

    Wastewater System:
    The County will provide the results of a hydraulic modeling analysis on an individual basis with a written request from the applicant. These requests should include average daily flow, peak hourly flow, location of proposed connection point and a request for the pressure at the connection location. When providing connection locations, please provide a sketch with an address or parcel ID to expedite the request.

    Please submit hydraulic grade line requests to HGL.Requests@ocfl.net.

    Q. Is hydraulic modeling required for fire sprinkler systems?
    A.
    The Orange County Office of the Fire Marshal requires a fire hydrant flow test for fire sprinkler system designs. Please contact the Utilities Water Division at 407-836-6897 to schedule a fire hydrant flow test.
