East Orange County, which experienced an annual average growth of over 4% per year between 1990 and 2000, continues to attract new residents and businesses. In addition, increases in student population have encouraged the expansion of the University of Central Florida and Valencia Community College (VCC) East Campus. This growth in the region creates an increased demand on the transportation infrastructure and the need for safe, efficient transportation facilities.

Located within East Orange County, Valencia College Lane (VCL) is the focus of this study. The study for the VCL corridor is approximately two miles, beginning on the west side at Goldenrod Road, and running east to Econlockhatchee Trail, terminating at Valencia Community College East Campus.

According to the Orlando Business Journal, VCC ranks 3rd in the nation for the total awarded number of Associate Degrees. VCC is currently developing a Master Plan for the East Campus to accommodate approximately 26,000 students by 2020. Furthermore, VCC continues to develop the Criminal Justice Institute located on VCL, one mile west of the East Campus, between the SR 408 and SR 417 Expressways.

Orange County anticipates that VCL will ultimately exceed its capacity within the 20-year planning horizon. Realizing that progress increases transportation demands in the study area and in the larger regional transportation system, Orange County is working to ensure that the transportation needs are met.

In order to help address the increasing traffic demand along VCL and in the area, Orange County has identified the need to improve VCL. An RCA has been initiated for VCL from Goldenrod Road to Econlockhatchee Trail to study the benefits and impacts resulting from alternative roadway improvements. The types of improvements to be studied as part of the VCL RCA process include:

  • Addition of lanes to the existing two-lane sections of VCL from Goldenrod Road to Econlockhatchee Trail.
  • Signalization and intersection improvements.
  • Special treatment and/or additional lanes at major intersections.
  • Addition of sidewalks, bike lanes, and other safety enhancements.
  • Landscaping upgrades, roadway lighting, and drainage enhancements.

The purpose of the RCA process is to confirm the need for the roadway improvement, determine a most suitable alignment for the improvement, and estimate the community and environmental impacts associated with alternative improvements. The RCA process melds the technical analysis with dialogue from citizens to proactively produce appropriate solutions to transportation issues. 

Individual citizens and interested groups will be given numerous opportunities to become involved throughout the RCA process. The public will be informed of the study's progress, and will be provided forums, including public meetings, small group/community meetings, and public hearings, for input into the decision-making process.
