Orange County has conducted a Roadway Conceptual Analysis (RCA) Study for widening a 1.3 mile segment of Holden Avenue from John Young Parkway to Orange Blossom Trail (US 441). The objective of this RCA Study was to document the environmental and engineering analysis to assist Orange County in reaching a decision on the type, location and conceptual design of the required improvements to Holden Avenue.
The Roadway Conceptual Analysis Report summarizes the efforts undertaken during the study phase of this project. The following is a brief summary of this report and the planned improvements for Holden Avenue.
The proposed improvements to Holden Avenue were based upon a detailed traffic analysis of existing and projected traffic conditions. From this information, the recommended typical roadway sections have been developed.
Three typical roadway sections have been developed and approved for this project. All of these proposed typical sections consist of curb and gutter with underground storm sewer system. All three sections will have 15.5 ft. landscaped medians with two lanes of traffic in each direction. The proposed right-of-way width varies from 113.5 ft. wide to 83.5 ft. wide.
The first typical section requires 113.5 feet of right-of-way and has 12 foot wide traffic lanes and will be utilized between John Young Parkway and Texas Avenue.
The second typical section requires 83.5 ft. of right-of-way and has 11 foot wide traffic lanes. This typical section will include retaining walls and handrail as necessary along the right-of-way. This typical section will be utilized in the confined areas between Texas and Rio Grande.
The third typical section required 93.5 feet of right-of-way and has 11 foot wide traffic lanes. This typical section will be utilized in two areas; the first being east of Texas Avenue in the transition to the 83.5 foot right-of-way and the second, from Rio Grande Avenue to Orange Blossom Trail. This typical section includes retaining walls up to an estimated 6 feet in height along the north side from Lake Buchanan to Rio Grande Avenue.
All typical roadway sections include sidewalks, on-road bicycle lanes, landscaping, and roadway lighting. Additional right-of-way will be required along the entire length of the project and water retention areas.
Two retention pond sites are required for the project. Pond 1 will be located north of Holden Avenue near John Young Parkway. Pond 3 will be located between Holden Avenue and Lake Tyler east of Rio Grande Avenue.
