Emergency Support Functions

The personnel and resources for Orange County involved in emergency response operations are grouped into Emergency Support Functions (ESFs).

Each ESF provides resources using its primary and support agency authorities and capabilities, in coordination with other ESFs, to support its missions. ESFs allocate resources based on priorities and needs identified in conjunction with the Mayor, County Administrator, the Executive Director of Emergency Management, and the Executive Policy Group. In cases where a conflict of priorities develops as a result of more than one ESF needing the same resource, the affected ESFs work with the Executive Policy Group to resolve the conflict.

ESF-1 Transportation

Primary Agency:
Central Florida Regional Transportation Authority (LYNX)

Responsible for coordinating County-wide transportation support to local governments and voluntary organizations. Support includes, but is not limited to:

  1. Overall coordination of transportation assistance to other emergency support functions, local governments, and voluntary agencies requiring transportation capacity to perform emergency response missions.

  2. Prioritization and/or allocation of all government transportation resources.

  3. Processing all transportation requests from county, municipal, and voluntary agencies. This ESF will coordinate evacuation transportation as its first priority.

  4. Operational coordination of ground, air, and rail.

ESF-2 Communications

Primary Agency:
Orange County Division of Information Technologies

Responsible for the provision and coordination of all communications support to other emergency support functions within the county emergency response team and agencies as required. Support includes but is not limited to:

  1. Coordination of local participation in the federal Telecommunications Service Priority (TSP) System procedures.

  2. Provision of communications equipment and capability including telephone, radio, and data.

  3. Identification of communications facilities and resources available for use.

  4. Coordination of operations, installation, and restoration of commercial communications services.

  5. Coordination, acquisition, and deployment of additional resources, equipment, and personnel to establish point-to-point communications as required.

  6. Prioritization and coordination of restoration activities with public utility communications providers.

ESF-3 Public Works & Engineering

Primary Agency:
Orange County Public Works Department

Responsible for providing technical advice and evaluations engineering services, construction management and inspection, emergency contracting, facilities management, emergency road and debris clearance, emergency traffic signalization, flood control and solid waste facilities. Support includes but is not limited to:

  1. Emergency clearance of debris for reconnaissance of the damaged areas and passage of emergency personnel and equipment for health and safety purposes.
  2. Temporary construction of emergency access routes which include damaged streets, roads, bridges, waterways, airfields and any other facilities necessary for passage of rescue personnel.
  3. Emergency demolition or stabilization of damaged structures and facilities designated as immediate hazards to the public health and safety, or as necessary to facilitate the execution of rescue operations.
  4. Coordination of damage assessment operation, and provision of technical assistance, including structural inspections.
ESF-4 Fire Services

Primary Agency:
Orange County Fire Rescue Department

Responsible for managing and coordinating local fire services operations, and the coordination of use of personnel, equipment, and resources to support other emergency support functions in hazard mitigation and search and rescue operations. Support includes, but is not limited to:

  1. Detection and suppression of fires.
  2. Mobilization of personnel, equipment, and supplies to support fire services and prevention operations.
  3. Supports urban search and rescue activities.
ESF-5 Information & Planning

Primary Agency:
Orange County Office of Emergency Management

Responsible for collecting, processing, and disseminating information to facilitate emergency response efforts and the preparation of special operations plans. Support includes, but is not limited to:

  1. Collection, processing, and disseminating essential elements of information for use by response operations and provision of input for reports, briefings, displays, and plans.
  2. Consolidation of information into reports and other materials which describe and document overall response activities and keep the EOC and other emergency support functions apprised of overall operations.
  3. Operation of automated decision systems.
  4. Maintenance of displays of pertinent information for use in briefings.
  5. Research of technical information.
  6. Collection and management of information from all sources.
ESF-6 Mass Care

Primary Agency:
American Red Cross

Responsible for coordinating efforts to provide sheltering, feeding, and emergency relief, and for coordinating bulk distribution of supplies to victims. Support includes, but is not limited to:

  1. Establishing and operating mass care and special need shelters.
  2. Coordinating the provision of relief efforts by any and all volunteer organizations actively engaged in providing assistance.
  3. Establishing and administering a system to provide casualty information and shelter registration lists to human service agencies.
  4. Establishing mass feeding facilities.
ESF-7 Resource Management

Primary Agency:
Orange County Administrative Support Department

Responsible for providing logistical management and resource support to all emergency support functions in response and recovery efforts to include emergency relief supplies, facilities, equipment, fuel, office supplies, contracting services, and all other resources which may be required. Support includes, but is not limited to:

  1. Maintenance of inventories of resources available locally.
  2. Location and identification of necessary logistical support and resources.
  3. Establishment and administration of depot and distribution facilities.
  4. Coordination of state and federal resources.
  5. Negotiation of contracts for support of emergency actions.
  6. Provision of requested resources to all other emergency support functions and other agencies and governments active in emergency response.
ESF-8 Health & Medical

Primary Agency:
Orange County Health and Family Services Department

Responsible for providing supplemental assistance in identifying and meeting the general health and welfare of victims of a major emergency or disaster and for provision of emergency first aid and pre-hospital emergency medical services to the affected population. Support includes, but is not limited to:

  1. Assessment of general health and medical needs of the affected population.
  2. Surveillance and monitoring of conditions that could impact general health.
  3. Evaluation of food, drug, or medical safety.
  4. Assessment of worker health and safety.
  5. Identification of biological, chemical, or radiological physiological hazards.
  6. Evaluation of the mental health of victims.
  7. Implementation of vector controls.
  8. Advise on potability of water sources and the disposition of solid waste and wastewater.
  9. Victim identification and mortuary services.
  10. Provision of emergency public health information.
  11. Provision of pre-hospital and hospital emergency medical care.
  12. Identification, coordination, and mobilization of medical equipment, supplies, and personnel.
  13. Coordination and support of the registration of people with special needs.
  14. Overall management of special needs program.
  15. Coordination of transportation of people with special needs.
  16. Identification of facilities and resources available for sheltering and care of people with special needs.
  17. Coordination of staffing of special needs shelters.
ESF-9 Search & Rescue

Primary Agency:
Orange County Fire Rescue Department

Responsible for the conduct of urban search-and-rescue operations including locating, extricating, and providing disaster medical treatment for victims. Support includes, but is not limited to:

  1. Mobilization and management of search-and-rescue teams.
  2. Initiation of a search for victims throughout the impacted area.
  3. Provision of strategic command and control of emergency rescue teams.
ESF-10 Hazardous Materials

Primary Agency:
Orange County Fire Rescue Department

Responsible for providing a coordinated response to major releases or spills of hazardous materials. Support includes, but is not limited to:

  1. Detection and identification of hazardous materials discharges.
  2. Coordination of initial incident command at the scene of a release.
  3. Support of protective action decisions by field command.
  4. Coordination of the overall containment and cleanup.
  5. Provision of equipment, personnel, and technical assistance.
ESF-11 Food

Salvation Army

Responsible for identifying, securing, and arranging the transportation of food assistance to the affected areas. Support includes, but is not limited to:

  1. Maintenance of an inventory of warehouse food products/quantities and identification of sources to obtain additional supplies.
  2. Coordination of warehouse space for storage of food supplies.
  3. Coordination of transportation of food supplies to designated distribution or mass feeding sites.
  4. Preparation and segregation of food stuffs for mass bulk distribution.
  5. Coordination of the issuance of emergency food stamps and vouchers.
ESF-12 Energy

Primary Agencies:
Florida Power Corporation, Orlando Utilities Commission, TECO Peoples Gas Inc.

Responsible for coordination, prioritization, and restoration of public utilities and services to include emergency power and gas. Support includes, but is not limited to:

  1. Assessing system damages and requirements to restore such systems.
  2. Prioritizing restoration of services.
  3. Coordinating public utility equipment and personnel as required.
  4. Providing guidance for utility information and conservation.
ESF-13 Military Support

Orange County Office of Emergency Management

Responsible for coordination of State and Federal military support to local governments. Support includes, but is not limited to:

  1. Coordination of military Rapid Impact Assessment Teams.
  2. Overall management and prioritization of military support.
  3. Processing mission requests for military assistance from other emergency support functions.
  4. Direct coordination with the Defense Coordinating Officer concerning disaster relief.
ESF-14 Public Information

Primary Agency:
Orange County Communications Division

Responsible for coordination and dissemination of emergency public information. Support includes, but is not limited to:

  1. Coordination of information gathering, production, and editing.
  2. Dissemination of response and recovery information to the general public.
  3. Management of press personnel.
  4. Scheduling of press briefings and interviews.
  5. Providing designated spokespersons as required.
ESF-15 Volunteer & Donations

Primary Agency:
Orange County Human Resources Division

Responsible for overall management and coordination of volunteers and donated goods. Support includes, but is not limited to:

  1. Receipt and management of donations to the disaster relief effort.
  2. Screening, evaluation, and assignment or referral of volunteers.
  3. Operations of reception facilities for donations and volunteers.
  4. Coordination of distribution of donated goods.
  5. Provision of support for unassigned or affiliated volunteers.
ESF-16 Law Enforcement

Orange County Sheriffs Office

Responsible for coordinating all law enforcement response and recovery actions. Support includes, but is not limited to:

  1. Coordination of resource request from law enforcement agencies.
  2. Coordination and consolidation of information from law enforcement agencies.
ESF-17 Veterinary/Animal Care

Primary Agency:
Orange County Animal Services Division

Responsible for the coordination of local resources in response to pet, farm, and wild animal care needs before, during, and after a significant emergency. Support includes, but is not limited to:

  1. Assessment of animal needs.
  2. Overall management of animal care services.
  3. Coordination of support of pet, farm, and wild animal needs.
  4. Identification of local facilities and resources available for animal concerns.
  5. Coordination of animal care volunteers.
ESF-18 Business and Industry

There are 12 general responsibilities that ESF-18 performs to assist local government and Business and Industry in their response to a disaster. The activation of ESF-18 will be required only for regional impacting events.

  1. Coordinated shutdown/evacuation of Business and Industry.
  2. Access to affected areas by Business and industry damage assessment teams.
  3. Coordination with all ESF's as to these procedures before during, and after the event.
  4. Assist in coordination of Business and Industry response, recovery and restoration efforts.
  5. Coordinate transportation of Business and Industry materials, personnel and supplies for the purpose of recovery and restoration activities.
  6. Maintenance of a database for the purpose of identification and tracking of personnel who would be responsible for damage assessment/access (SoftRisk).
  7. The focal point for all business related communications before during and after an emergency event.
  8. Development, implementation and management of Business and Industry emergency relief programs.
  9. Identification of Business and Industry resources available for community wide relief/recovery efforts.
  10. Coordinate Corporate Emergency Access program for pre-registered businesses (Note: No registration will be handled during events).
  11. Assimilation of Damage Assessment to Business and Industry for inclusion in the ESF-5 and ESF-19 Preliminary and Final Damage Assessment Reports.
  12. Partner with the EOC in Education and Training of Disaster exercise programs.
ESF-19 Damage Assessment

Orange County Property Appraiser
  1. Conduct and coordinate damage assessment for emergency declarations and federal and state funding reimbursement.
  2. Collect and compile damage assessment reports.
  3. Conduct damage assessment team training if necessary.
ESF-20 Public Utilities

Primary Agency:
Orange County Public Utilities Department

Provide public utilities and engineering support for restoration of water and wastewater and disposal of debris.
