HIV Health Services Planning Council

The HIV Health Services Planning Council's duties as specified by HRSA are to set priorities for funding, allocate specific amounts for each service category, and develop a comprehensive plan to provide services. The decisions of the Planning Council must be based on an evaluation of the needs of persons living with HIV/AIDS (needs assessment). The Health and Family Services Department as Grantee Office is responsible for the following duties: prepare and submit Part A applications annually, administer service provider contracts, monitor contracts, report to the Planning Council, and disburse funds. The Grantee is allowed by law no more than 10% of the grant to cover costs of the Administrative Support duties and no more than 5% of the grant for Quality Management

The Planning Council's mission is to improve the quality of life of individuals with HIV/AIDS.

The Planning Council's vision is a community supported quality system of care designed to overcome the challenges associated with HIV/AIDS.

We envision a system of care that is universally accessible and of the highest quality throughout the EMA. The foundation will be our dedication to all consumers, particularly the diverse populations who are disproportionately affected by the epidemic. Coordination and efficiency will drive our care system, and culturally proficient services will be the cornerstone.

Together, we will advocate for the cause and well-being of persons infected and affected by HIV/AIDS. We will engage, empower, and educate consumers as partners in their disease management as we recognize and appropriately respond to their complex medical needs. Through education, the prevention of further HIV infection within our community will be a priority. We will not stop in our efforts to eliminate fear, myths, and the stigma of HIV/AIDS.
