Study Process

Orange County has developed an overall process for the State Road 436 / State Road 50 Area Redevelopment Plan. Major steps in the planning process include:

1. Existing Conditions Analysis: Orange County Planning Division staff prepared an Existing Conditions Analysis and associated GIS mapping of the Study Area that includes trend and asset analysis for land use, environment, community programs, public services, and other components of the study area.

2. Issue Identification: Through Study Area stakeholder focus group meetings, major themes and potential planning and design options to address concerns were identified. The first stakeholder focus group meeting was on Wednesday, September 19, 2007.  A follow-up meeting was held on Thursday, June 19, 2008, to discuss community priorities and participation in the planning process.  An Issues Identification Report that summarizes community feedback from these important meetings.

3. Design Charrette: A design team, headed by Reynolds, Smith, & Hills was contracted to organize and conduct a community design charrette. The SR 436 / SR 50 Area Redevelopment Plan design charrette was a collaborative planning process involving a series of creative, intense work sessions with community residents to obtain their input on land use, transportation, and urban design preferences to create potential redevelopment scenarios.. These resulted in a Charrette Summary Report and three Study Area redevelopment scenarios:

4. Plan Development/Report: A Final Report for the project will include the following components:

  • A Redevelopment Plan that specifies compatible development and redevelopment densities and intensities, their proposed locations, land uses, phasing and timing of redevelopment projects, and build-out development yields.
  • An Investment Plan that outlines land assembly, demolition, construction, renovation, and rights-of-way needed to implement the recommended Redevelopment Plan.
  • A Streetscape Plan with architectural, landscaping, and signage standards for the Study Area.

The Final Report will be presented to the public, elected officials, and public agencies through a series of community meetings and public hearings.

The projected timeframe for the SR 436 / SR 50 Area Redevelopment Plan ends with a Board of County Commissioners hearing in January 2009. The plan schedule showing the major plan components is shown below:
