The Orange County Board of County Commissioners approved a block party ordinance for the protection of residents and property during a large neighborhood event.  The primary purpose of the ordinance is to alert appropriate agencies that a large event is occurring so that preparations can be made in the event of an emergency.

When planning a neighborhood event, such as a neighborhood block party or outdoor public assembly, it is important to keep in mind county ordinances requiring permits.

Neighborhood Block Party

A neighborhood block party is a not for profit special event, involving 100 persons or less, attended only by residents in the immediate block or neighborhood and requiring a county permit from the Orange County Fire Marshall.

A neighborhood block party requires a completed neighborhood block party application accompanied by a site plan, showing the roadways affected by the block party street(s) closure.  Typically, barricades are necessary to close the street(s) or block during the event.

The neighborhood block party application must be submitted to the Orange County Fire Marshal for review and approval ten calendar days before the event.  Listed below are a few of the county ordinance requirements affecting neighborhood block parties. 

  • Neighborhood block party permits are limited to no more than four per year 
  • A non-refundable check for $25 must accompany the application for a neighborhood block party permit 
  • A majority of the homeowners or renters living in the portion of the roadway affected by the street closure must sign the block party application
  • A block party must take place only within a single family residential area
  • Commercial street vendors are prohibited at neighborhood block parties

Outdoor Public Assembly

An outdoor public assembly is a special event involving 100 persons or more, lasting for a few hours, or a few days, held on Orange County property, the public right-of-way, or in the roadways.  An outdoor public assembly requires a permit.  Outdoor public assemblies are normally for profit events, typically executed by a business or an organization.  There are some instances when an event held on private property, can have a major impact on the county, right-of-way, or roadways.  Such an event will also require a review by the county. 

An outdoor public assembly application must be submitted to the Orange County Fire Marshal's Office.  The application must include the following:

  • A site plan for the event showing all fences, tents, booths, etc.
  • A route plan if for a parade or race
  • A certificate of liability insurance
  • A check for the fee of $100
